Certificate of Employment Sample Under the Enhanced Community Quarantine

Certificate of employment (COE) may be required of employees working for companies that provide basic necessities.
Previously, all employees can get through the checkpoint areas by showing the COE. But on March 16, 2020, a Memorandum from the Executive Secretary of the Office of the President of the Philippines, Malacañang was issued declaring Enhanced Community Quarantine all over Luzon.
Under Section 5 of said Memorandum, only those private establishments providing basic necessities and such activities related to food and medicine production, i.e., public markets, supermarkets, groceries, convenience stores, hospitals, medical clinics, pharmacies and drug store, food preparation and delivery services, water-refilling stations, manufacturing and processing plants of basic food products and medicines, banks, money transfer services, power, energy, water and telecommunications supplies and facilities shall be open.
Thus, all the others not involved in providing basic necessities shall not operate. So, if an employee of a company that provides basic necessities has to report to work, what should the COE include?
Below is a sample template that may help in getting through the checkpoints:

To Whom it May Concern:
This is to certify that COVIDA D. SINUEVE is an active employee of the company who reports at its Makati Distribution Office at Unit 12341412, Matayog Tower, Paseo de Roxas, Makati City.
The company is engaged in the production of basic necessities and such activities related to food and medicine (specify the business activity of the company here) which is within the permitted company under the Sec. 5 of the Memorandum of the Executive Secretary of the Office of the President of the Philippines, Malacañang dated March 16, 2020 on the Enhanced Community Quarantine all over Luzon.
This certification is being issued to allow her to have access through the PNP/AFP or any Government-designated checkpoints in any of the entry points to the National Capital Region (NCR) during the “Enhanced Community Quarantine” period and for other legal purpose it may serve.
Issued this 17th day of March 2020 in the City of Makati.
