Certificate of Employment Sample for COVID-19 Community Quarantine in Metro Manila
Certificate of employment (COE) is reportedly one of the requirements for an Metro Manila (MM)-reporting employee who is based outside of MM to enter the lockdown area from March 15, 2020 to April 14, 2020.
The DOTr made the pronouncement after President Rodrigo Duterte announced the community quarantine in the national capital region to stop the spread of COVID-19.
“Land, domestic air, and domestic sea travel to and from Metro Manila shall be suspended after beginning March 15, 2020 and to end on April 14, 2020, alas dose subject to the daily review of the Inter-Agency Task Force,” President Rodrigo Duterte said in a televised conference on March 12, 2020.
However, according to an interview with Interior Secretary Eduardo Año “workers from outside Metro Manila will be allowed into the National Capital Region despite the implementation of the community quarantine.” Año said the employees from nearby provinces will have to show their IDs indicating their respective work places in Metro Manila.
There are no clear documented guidelines on the lockdown and the government policies on when and how to allow employees from outside Metro Manila. Just to help those who may need to have a draft of the COE to use as access, below is the sample draft.
As new development, on March 16, 2020, Malacañang issued a Memorandum mandating the closure of private establishments not operating in relation to food and medicine under the Enhanced Community Quarantine covering the entire Luzon. Thus, this limits the coverage of the COE. Here is a sample COE under Enhanced Community Quarantine for employees of establishment operating for food and medicine or in relation thereto per said Memorandum.
Please note however, that the draft is not a guarantee that when copied or used will be sufficient to satisfy the government requirement, most especially in the checkpoint areas. This is just an idea for a template considering that no clear parameters have been issued. To use this, the employee has to be armed with an identification card as well:

To Whom it May Concern:
This is to certify that KHUVEDA D. SINUEVE is an active employee of the company who reports at Unit 1234, Mataiog Tower, Dela Rosa St., Makati City.
This certification is being issued to allow her to have access through the PNP/AFP or any Government-designated checkpoints in any of the entry points to Metro Manila during the “Community Quarantine” period and for other legal purpose it may serve.
Issued this 14th day of March 2020 in the City of Makati.
